The Kingsdown residents’ parking scheme (RPS) started in January 2011. It prioritises parking for local residents, businesses and their visitors, whilst also providing short-term pay and display parking to enable access to shops and other local amenities.
Reaction to the scheme so far
A recent survey showed strong support for the scheme and the improvements that residents’ parking has brought to the area.
The main benefits identified by residents were:
- Improved quality of life as residents find it much easier to use their car when they need to without worrying about being able to park it again afterwards;
- The streets are quieter and safer now that vehicles are not circling the area searching for a parking space, particularly early in the mornings;
- It is easier and safer for pedestrians to walk around the neighbourhood;
- Access to properties has improved, which has benefited people with limited mobility and will ensure that access for emergency vehicles and deliveries is as easy as possible;
- People are less stressed and communicate more with one another;
- The introduction of Pay & Display facilities has improved access to local amenities, particularly as parking is free for the first 15 minutes.

How does the scheme work?

Permit applications
You can download forms, in the Related documents section on the right of this page, if you would like to:
- Change or add a vehicle to an existing residents’ permit,
- Request a replacement permit,
- Request additional visitors' permits.
Pay for a permit
You can pay for a parking permit online.
Renewing your residents’ parking permit
We aim to send you a renewal letter and form approximately six weeks before the expiry of your permit. If you do not receive this within a month of your permit expiry date, please call our Permits Team on (0117) 922 2600 and we will post one to you.
To renew your permit you will need to:
- Provide one current proof of address from the list below:
- Current Council Tax Bill.
- Current Rent Book.
- Current (signed) Tenancy Agreement.
- Utility bill (gas, water or electric) dated within the last three months.
- Bank statement (not credit card bill) dated within the last three months.
Please include photocopies only for any accompanying documentation.
- Pay for your permit(s) using the unique property reference number printed on your renewal application form (this will start with KN) and one of the options set out in section D of the form.
- Provide a copy of your vehicle Registration Certificate (V5C) only if the vehicle is different from your previous application.
- Sign and date section F of the form before sending it, along with photocopies of your supporting documentation, to BCC Parking Services – Permits, PO Box 3025, Bristol, BS1 9FE.
