Strategic leadership team
Jan Ormondroyd
Jan Ormondroyd is the Chief Executive of Bristol City Council. Jan joined the council in March 2008.
On behalf of residents, visitors and partners, Jan’s priority as Chief Executive is to improve the quality of services right across the council - from schools and education, streetscene and housing to investment and green strategies.
Before taking up the position of Chief Executive at Bristol City Council, Jan was Deputy Chief Executive at Hull City Council for three years.
Hugh Annett
Hugh Annett is the Joint Director of Public Health for Bristol City Council and NHS Bristol. Hugh is responsible for public health policy in Bristol, ensuring a coordinated approach between health and local government, and for driving improvement in the health of the population.
Dr Annett is a Visiting Professor in the Faculty of Health and Life Sciences at the University of the West of England and a NHS representative on the NICE Appeal Committee.
Dr Annett was previously Director of Public Health for West Gloucestershire Primary Care Trust. He has lived and worked in various regions of the world and maintains his engagement with global health issues through teaching, research and consultancy.
Graham Sims
Graham Sims is the Strategic Director for Neighbourhoods and City Development.
He is responsible for Planning, Transport, Economic and Cultural Services and to give strategic leadership to improving neighbourhoods across the city. A great deal of neighbourhood work is done with the statutory agencies and the community and voluntary sector, through partnership working. He leads work with Safer Bristol and the Neighbourhood Partnerships.
The remit is wide-ranging with accountability for community safety and cohesion, all areas of housing, recycling, waste and streetscene services, parks and open spaces, trading standards, environmental health, crematoria and cemeteries, and licencing. A variety of major projects are underway, including Cycling City and the Hengrove development.
His main focus is developing Bristol into a leading European Green Capital, addressing the challenge of climate change, with a prospering economy, an effective sustainable transport system and a great cultural offer.
Will Godfrey
Will Godfrey is Strategic Director of Corporate Services for Bristol City Council, overseeing the Finance, Human Resources, Shared Transactional Services, Information and Communication Technology, Integrated Customer Services (including Benefits and Council Tax), Legal and Procurement functions. He also leads on work relating to Value for Money and Commissioning across the council.
Prior to taking on this role, Will served for six years as Chief Executive of East Hampshire District Council. During his time the council achieved three Beacon awards and was recognised by “The Times” as the 10th best council to work for in the UK.
Will has also held roles for the Welsh Local Government Association and the accounting firm, KPMG.
Annie Hudson
Annie Hudson is Strategic Director, Children, Young People and Skills. She previously held a number of senior posts including Head of Children’s Services in Wiltshire. She was Director of Adult Community Care in Bristol from 2005-09.
She holds the statutory role of Director of Children's Services with responsibilities that include children's safeguarding, corporate parenting, disabled children, special education needs, school organisation and planning, school improvement, youth and play services, and children's trust arrangements.
Annie is a member the Association of Directors of Children’s Services Resources Committee where she has a lead role on school admissions issues.
Alison Comley
Alison Comley is the interim Strategic Director for Health and Social Care.
Alison has overall responsibility for providing social care services to adults in Bristol, including older and disabled people, people with learning difficulties and people with mental health needs. The directorate includes a range of services provided by the council, such as home care, residential care and day care services.
