Most households have to pay Council Tax. All types of property that people live in are subject to Council Tax - even houseboats. There is one bill per household. If a house has been split into separate self-contained flats, each flat gets its own bill. However, bedsits, hostels and other properties with shared facilities normally get one bill and the owner is liable to pay it.
Each property has been put into one of 8 valuation bands, according to what it was worth on 1st April 1991. This valuation was done by the Valuation Office Agency, which is part of the Inland Revenue, not the Council. The amount of Council Tax you pay is based on the band your home is in, which can be found on your Council Tax bill. You can also check your Council Tax band by using your postcode on the Valuation Office Agency website.

Appeals against your banding
You can only appeal against the banding of your property in certain circumstances.
These include:
- after the property has been demolished;
- where a house has been converted into flats;
- when there are physical changes in the locality that affect the value of the property;
- the Valuation Officer changing the band of your property;
- within 6 months of becoming the person liable to pay the Council Tax;
- the Court making a band change to a property that is similar to yours;
- a material increase or decrease in the property’s value (e.g. alterations);
- starting or stopping to use part of your property for business purposes.
