Hengrove Park and Hartcliffe Campus development proposals, including information about each phase of the projects. Planning applications, programmes of work, key activities and development agreements.

We're planning and building homes on two brownfield sites in South Bristol at Hengrove Park and Hartcliffe Campus.

The plans include relocating St Bernadette's Rugby Club and the 21st (Gladstone) Scout Group.

Phase one 

Phase one includes:

  • 261 homes, which Kier Living are building on the site south of the Leisure Centre (planning reference 17/03943/F) 
  • Hengrove Park Leisure Centre, which opened in 2012
  • South Bristol Community Hospital, which opened in 2012
  • South Bristol Skills Academy 

Phase two 

The outline planning consent for the re-development of Hengrove Park based on a Master Plan with Design Codes was granted in February 2020.

The development will deliver:

  • up to 1435 new homes (minimum 30% affordable homes)
  • a new public park
  • community and employment facilities

We will shortly launch a procurement process to select a delivery partner, to work with the us to deliver the scheme in phases over 5 to 10 years.

Hengrove junction improvements

There will be three junction improvements, starting with Bamfield.

Highway improvements to Bamfield Road began in Autumn 2021. The work includes:

  • construction of a new access road
  • two new islands
  • an upgraded bus stop and shelter
  • new footways
  • widening the road

Bamfield Road will be kept open to general traffic.

There will be safe, temporary pedestrian routes and temporary two-way traffic signals in place to manage traffic. 

The bus stop next to Briery Leaze Road has been temporarily closed and relocated to the existing street lighting, opposite the entrance to Action Sports Centre and the Bike Centre for the duration of the works.

Hengrove Bookends consultation

We're working on plans to develop two sites called the Hengrove Bookends. 

These are off Hengrove Boulevard, between the existing multi-storey car parks for Hengrove Leisure Centre and the South Bristol Community Hospital.

The Bookends are one of several development sites being brought forward by Bristol City Council across the city to help meet the demand for more housing.

The sites form part of the wider Hengrove Park Masterplan, and the proposed design will reflect the parameters set out in the masterplan and related planning documents. 

Overview of the proposals

We're working on proposals for two new buildings either side of the newly landscaped Boulevard, which will provide:

  • 53 apartments
  • 4,990 square metres of office space
  • 1,400 square metres of flexible commercial space

We intend to submit a full planning application for the 53 apartments to be 100% Affordable Housing, a mix of Social Rent' and Shared Ownership' homes.

This consultation will inform the planning applications, which are due to be submitted later this year.

Relocating St Bernadette's Rugby Club

St Bernadette's Rugby Club currently uses a club house and pitches at Hengrove Park.  

We're relocating the club to the former Whitehouse Centre and school on Fulford Road in Hartcliffe. We're working with club members to design new facilities. 

A consultation on the design proposals was conducted from 6 to 20 November 2019. Details of the consultation and response are on the Consultation Hub.

Planning was submitted in March 2020 and can be viewed and commented on through the Planning Portal (reference 20/01212/FB).

The 21st (Gladstone) Scout Group currently uses premises at Hengrove Park. We'll relocate these facilities close to their current location.

Hartcliffe Campus

An pdf outline application (10.55 MB)  for up to 350 homes was approved at Planning Committee in September 2018. The full planning application is on the Planning Portal (reference 18/02055/P).

In December 2018, we selected LiveWest and Keepmoat Homes to develop the site. They submitted a planning application in May 2019.
